4-year-olds 'capable of negligence,' judge rules

The New York Times is reporting that Justice Paul Wooten of State Supreme Court in Manhattan, New York, is allowing a lawsuit to move forward that names a boy and girl who were four-years-old when they injured an elderly woman nearly two years ago.
